David E. Phillips, CFA is Deputy Chief Investment Officer for the Retirement System Investment Commission of the State of South Carolina (Columbia, SC), the entity that manages the state’s $26 billion pension fund. He also serves as vice chairman of the Commission’s internal investment committee, which sets investment strategy and has oversight responsibility for all assets of the pension fund. Prior to his appointment as Deputy CIO, Mr. Phillips served as a senior investment officer with responsibility for the fund’s global hedge fund allocations. Mr. Phillips’ previous experience includes analyst and portfolio management responsibilities at Evergreen Private Asset Management and Evergreen Investment Management Company (both former departments of Evergreen Asset Management, a division of Wachovia Bank, Charlotte, NC), Eastover Capital Management in Charlotte, and the Retirement Systems of Alabama (Montgomery, AL). His career has included roles of lead equity portfolio manager, fundamental equity analyst (generalist; financial services), and derivatives/alternative strategies analyst, all on the buy side and spanning both the public and private sectors. Mr. Phillips is a graduate of Baylor University in Waco, Texas, holds the Chartered Financial Analyst designation, and is a member of the CFA Society of North Carolina. He currently maintains his residence with his wife in Columbia, South Carolina.
